This paper takes Lake Jinghu, Shaoxing as a case to find out the relationship among city development, the living of local people, eco-tourism. It further analyses the mode of eco-tourism development and protection, which adopts “B” and “national park” mode, i, e. sustainable tourism should be developed within ecological designing idea; its surrounding be restored according to eco-originality; its tourism traffic and tourist volume be controlled following minimum interference principal. Furthermore, the paper suggests that attention must be paid to ecological infrastructure safety of urban wetland, eco-compensation system and relevant protection law. Finally, the relationship between city wetland tourism development and rural community residents's participation, as well as further city wetland tourist development of loursim products is discussed.
